Russell is a Partner in the law firm Pullman & Comley’s Business and Finance group. His business and technology practice focuses on assisting clients accomplish “what’s next” – whether “next” is the use of artificial intelligence, a new customer relationship or a merger. In particular, Russ has significant experience advising clients in the market research, marketing, software and healthcare industries. Russ' strength is partnering with clients, frequently in the role of outside general counsel, to help them achieve their goals.
Russ has represented a wide range of firms in the market research and data analytics industry, and previously served as outside governmental affairs counsel to CASRO. He is a regular presenter to the Insights Association’s General Counsel and Privacy Officer Forums.
His general business practice includes representing clients in the structure and consummation of mergers and acquisitions, joint venture, and financing transactions. Additionally, he is experienced in both for-profit and nonprofit corporate formation and governance matters. Clients rely on Russ to review, draft and negotiate customer and vendor agreements, including for software and other common technology contracts for mobile applications, software-as-a-service (SaaS) offerings, websites and APIs. Russ also counsels clients regarding the registration, protection and licensing of trademarks and copyrights.
As Russ counsels clients that collect and use large amounts of personal data, he understands the expansive web of state, federal and international privacy and data protection regulations, including questions regarding privacy policies and procedures; security breaches; the California Consumer Privacy Act (CCPA) and other state privacy laws; HIPAA; FERPA; cross-border data transfers and processing (including GDPR compliance); and email and telemarketing regulation.
Russ received his B.A. with high honors from Wesleyan University and his J.D. from the College of William and Mary’s Marshall Wythe School of Law.

For the past 16 years, Jackeline has been deeply involved with the NJSBDC, currently serving as the Regional Director for America’s SBDC New Jersey. Leading the center in the vibrant Shore region, she has garnered national and regional recognition for its impact on economic development.
Beyond her professional endeavors, Jackeline is passionate about sharing her entrepreneurial expertise with the next generation. She serves as an adjunct professor in business departments across higher education institutions.
Advocating for causes close to her heart, Jackeline actively contributes to various boards of trustees, including RWJ Monmouth Medical Center, Eastern Monmouth Area Chamber of Commerce, EMACC Educational Foundation, Girl Scouts of the Jersey Shore, Steele CDC, and Monmouth Arts. She also serves on the Brookdale Community College Business Advisory Board and has been involved with Impact 100 Jersey Coast and chaired the EMACC Educational Foundation.
Jackeline has received many accolades for her leadership and support of the business community, including being named as a Women in Leadership by the Board of County Commissioners of Monmouth County in 2024, the Wilbur Ray Entrepreneur Ambassador Award for Outstanding Community Service from Brookdale Community College, one of the Most Influential in Business of the Jersey Shore by Asbury Park Press in 2023, the President’s Beacon of Excellence Award from the Monmouth Regional Chamber of Commerce in 2022, America’s SBDC State Star Award in 2021, the Hometown Heroes Award in 2019 for women entrepreneurship, the Business Leadership Award from the Community Affairs and Resource Center in 2018, and the first recipient of the Monmouth County Women in Business Award in 2015.
Jackeline holds a Bachelor of Arts degree from Hunter College, a Master’s in Business Administration from the University of Arizona Global Campus, and a Doctorate in Management from the University of Maryland Global Campus.
